Oddly enough it varied depending upon which floor you were on but it was never a good smell. Always catching on fire, police there constantly due to some sort of domestic disturbance. And of course, the heating and ac are controlled by the central office to save money-- so the heat isn't on until it's consistently below 30ºF and the a/c isn't on until it's consistenly above 90ºF.
